From October 18–22, 2024, under the direction of Ms. Wajiraporn Amatayakul, Director of the Technical Services and Planning Bureau (TSPB), Ms. Thannicha Lermthong, Project Manager of the Enhancing People-to-People Connectivity to Address Non-Traditional Security Challenges in the Mekong Region (NTS-Mekong Watch), and her team conducted a field visit to Nan Province at the Thung Chang District Office, Nan Provincial Office, and Nan Immigration Office.

The NTS-Mekong Watch team held a meeting to review the project’s progress. The meeting was attended by the District Chief of Thung Chang and security division officials from Song Khwae and Chaloem Phra Kiat districts, who provided comprehensive information.

The project’s progress was deemed satisfactory, though challenges arose due to delayed budget allocation in June, coinciding with the rainy season. This caused difficulties in organizing activities in parallel areas. To improve, it was suggested that budgets be allocated at the beginning of the year, enabling smoother implementation of activities.

Field officers also recommended avoiding the term “security” when coordinating with parallel areas, as it remains sensitive. Instead, using terms like “cooperation” can create a less tense atmosphere. In Laos, centralized authority often requires district-level officials to await central approval for official meetings. Using terms like “invitation to participate in activities” can make coordination more seamless, fostering better collaboration. This approach promotes stronger cross-border community building and security by encouraging integrated efforts between parallel areas.

Additionally, the team met with the Nan Provincial Drug Suppression and Prevention Center (NPSDC) to learn about the “Tha Wang Pha Model,” which focuses on tackling drug issues through government-public cooperation. This model disrupts drug trafficking networks, rehabilitates users, and reintegrates them into communities.

The team also visited the Nan Immigration Office, observing efficient public services, particularly regarding residence permits. Officers provided sample case files to assist citizens in filling out forms accurately and conveniently.
